They are not where the frets would be (which is the way that fretless basses should be done) but in between fret locations, as they are on a fretted bass. I've run into this several times with several different manufacturers, some expensive and some cheap, and in this case it is too bad, as the bass has good tone and nice action.
But as it is, it's pretty useless unless you have the tooling to drill out the dots, fill them with black filler, sand them to match the neck, and then put dot inlays in the right place. I am a luthier, and I've done this myself, but it's tedious, takes a long time and has the potential to ruin the instrument if you do it wrong.
Avoid this bass.
